AN ANALYSIS OF THE GOVERNMENT’S ROLE IN THE PROMOTION OF ELECTRONIC COMMERCE AND WHAT POLICIES AND INSTITUTIONAL STRUCTURES ARE NECESSARY, CASE; INDON

Electronic Commerce in its current shape had been introduced in Indonesia after penetration of Internet as a mean of telecommunication. In line with the intensive discussions in international fora, regarding the implementation of Electronic Commerce, Indonesia has been actively involving in such issues. However, until presently, the adoption and implementation of Electronic Commerce by the community does not result significant impact to the way people doing business. Among many factors influence the conditions are various level of knowledge, differences in socio-cultural, and lack of awareness to the importance of Electronic Commerce. There are few people have advance knowledge and skill in development of Electronic Commerce. They are actively developing Electronic Commerce from their point of expertise. On the other hand, the majority of community, they do not know anything about Electronic Commerce, even for the benefit of applying it for their life purposes. Considering the readiness to conduct Electronic Commerce in Indonesia, the government supported by related society has been doing actions to formulate and implement an appropriate strategy and policy. It is widely accepted that government should take important role in the development of Electronic Commerce. Areas that involve government are political and legal issues that need to be resolved before Electronic Commerce can become reality. The paper will focus on the analysis of Indonesia's government in conducting its roles to promote Electronic Commerce, and discussion on institutional structures necessary to carry out the development of Electronic Commerce.Mas Wigrantoro Roes Setiyadi; Public Policy Programme National University of Singapore
