New developments in information technology and telecommunication play an important rile in exchanging fast and accurate information which range from text, sound, graphic to video. These technologies seem to be very effective for Distance learning, Virtual University and Elearning. This paper presents an E-learning programming method and it’s implementation based on multimedia and Web.
