Pasir Regency, Kalimantan Timur with the area of 14937 km 2 is mostly covered by forest. The regency has many rivers and creeks that flow almost to all areas. While, the energy resources to meet the energy demand in the regency are biomass, kerosene, diesel, gasoline, and electricity. The electricity in the regency is mostly generated by diesel power plant. However, the electricity blackout has been happened regularly in the regency becaused of the lack of electricity supply. In the contrary, the forest, river, and the sun are the biomass, hydro, and solar energy potential respectively that are abundant in the regency to be used for electricity generation. Coal reserves are also available in the regency, but, the coal has been utilized as export commodity. Therefore, Pasir Regency needs a strategy to manage the energy resources in order to increase the economic welfare of the people by optimizing the energy utilization in the future. In optimizing the energy resources, LEAP Model has been used to estimate the prospect of the energy resource development. Based on the model, biomass and minihydro have a good prospect to be utilized for electric generation in remote areas in the regency started in 2005.
