This paper outlines the framework for a physical protection regime which needs to be incorporated into the design and construction phases of nuclear facility. The need for physical protection considerations at the outset of the design of nuclear facilities is explained. It also discusses about the concequences of malicious activity and the management of risk. Various risk and consequences evaluations are undertaken, notably using design basis threat methodology.
