This paper examines some technological barriers which should be taken into account at the conceptual stage of fuel cycle design. First, the strategic value of nuclear material and reactor-associated fissile material acquisition paths is briefly outlined. Then, it discusses three basic approaches to enhance the proliferation resistance of nuclear power reactors, namely: (1) reduction of strategic value of materials involved in nuclear power generation; (2) incorporating reactor design features preventing diversion of material; and (3) facilitating safeguards implementation.
